Case studies of four institutions in two states, Ohio and Tennessee, to examine the impact of state policies to improve undergraduate teaching.

Conclude that policymakers should, and did not, consider the systems within which teaching and learning occurs. Change should be aimed at the department level, which is where many important teaching decisions are made.
